Procurement integrity analytics platform

Context

Public procurement oversight normally happens after the money is spent, one complaint at a time. Reviewing tender documentation before award means reading volumes no human team can read, which is why national ex-ante control today covers only a small fraction of procedures each year.

What we built

Two connected capabilities. First, an internal analytics platform that collects complete tender dossiers from the national e-procurement portal and assembles, from any starting point, the full picture behind a tender: the money trail, the entities behind the bidders, the modifications after signature. Second, a screening protocol that reads the full tender documents themselves, not just metadata, against 68 integrity risk flags, each backed by a verified legal reference, and rolls them into a single integrity score per tender.

The measured result

  • 68risk flags, each with a verified citation to procurement law

  • EUR 39mreal tender screened with the protocol and scored 54/100, every flag cited to the law

  • A genuine transparency finding: price annexes missing from the public record in two of four audited tenders

  • Presented to a national finance-ministry audience; the platform is internal and the protocol is not a deployed institutional system
